MOFA Attestation in Dubai

The Ministry of Foreign Affairs (MOFA) is a UAE government authority responsible for managing international relations and providing official services to individuals, businesses, and diplomatic entities.

One of its key services is document attestation. This process is required when documents issued outside the UAE need to be legally recognized within the country, or when UAE-issued documents are intended for use abroad.

Since the UAE is not part of the Hague Apostille Convention, documents cannot be legalized through an apostille. Instead, they must go through a consular attestation process. MOFA attestation is typically the final step, confirming the authenticity of signatures and official seals.

What is MOFA Attestation?

MOFA attestation is the process of verifying the legitimacy of documents issued either within the UAE or internationally. The Ministry reviews the document and applies an official stamp or sticker to confirm its authenticity.

This service is available through MOFA’s online portal, mobile application, and UAE embassies abroad.

Types of MOFA Attestation

There are two main scenarios depending on where the document was issued and where it will be used.

Documents Issued in the UAE for Use Abroad

If your document was issued in the UAE and needs to be used in another country, follow these steps:

  1. Obtain attestation from the relevant issuing authority in the UAE. This could be a free zone authority for company documents or a government body such as the Ministry of Health for personal documents.
  2. Submit the document for MOFA attestation through the official website or mobile application.
  3. Check if the destination country requires additional attestation from its embassy or consulate within the UAE.

Documents Issued Abroad for Use in the UAE

If your document originates from another country and needs to be used in the UAE, the following process applies:

  1. Have the document attested by the relevant authority in the country where it was issued.
  2. Get the document certified by the UAE embassy or consulate in that country. Additional steps may apply depending on local regulations.
  3. Once in the UAE, submit the document to MOFA for final attestation through their online platform or app.

MOFA Attestation Procedure

In the UAE, MOFA attestation can be completed through two primary methods. Both options are fully digital and require login using UAE Pass.

  • Applying through the official MOFA website
  • Applying via the MOFA smart mobile application

MOFA Attestation via Website (UAE Pass Login)

UAE Pass is the national digital identity used by residents and citizens to access government services, including document attestation through MOFA.

Step-by-Step Process

Step 1: Access the Service

Visit the official MOFA website, navigate to “Services” and select “Documents Attestation”. Click on “Start Service” and log in using your UAE Pass credentials.

Step 2: Submit Application

  • Select whether the document was issued inside or outside the UAE
  • Choose the document type and country of origin
  • Confirm prior attestations from relevant authorities
  • Enter your details and upload clear document copies

Step 3: Payment

Once your application is reviewed, you will receive a notification. Log in to your account, go to “My Tasks”, and complete the payment using available online methods such as card, Apple Pay, or Google Pay.

Step 4: Courier Collection

Within the UAE, you will select a courier service during the application. The courier will collect the original document and submit it to MOFA on your behalf.

Step 5: Delivery of Attested Document

After attestation is completed, the document will be delivered back to your address. Processing typically takes between 0 to 3 working days depending on the service option selected.

MOFA Attestation via Mobile App

The MOFA mobile application provides a similar process to the website, offering a convenient way to complete attestation from your phone.

  • Download the “UAE MOFAIC” app from your app store
  • Log in using UAE Pass
  • Select your service category (individual, business, or diplomatic)
  • Choose “Attestation of Official Documents” and start the application
  • Enter document details and upload required files
  • Select courier service and complete payment
  • Hand over the original document and receive it after attestation

The mobile app follows the same steps, timeline, and requirements as the website-based process.

Why MOFA Attestation is Required

MOFA attestation is essential when submitting foreign-issued documents to UAE authorities. It verifies the authenticity of documents and ensures they are legally accepted within the country.

This process helps prevent the use of fraudulent documents and ensures compliance with UAE regulations.

Common Uses of MOFA Attestation

  • Sponsoring family members for UAE residence visas
  • Employment requirements, including attested educational certificates
  • Opening corporate or personal bank accounts
  • Registering or expanding a business in the UAE
  • Using legal documents such as powers of attorney in courts or notary services
